This mechanism is accruing debt from "spectators" who create a demand for atrocities via non-tamperable non-erase-able spirit memory that connects them to the victims (yes, even the animals have connecting spirit memory). Then they die and get time looped as those animals that they "watched" suffer (in addition to their other time loops) and then get spiritually executed to never get born to watch the animals suffer. Needless to say, those who perpetuate the atrocities face the same fate but with more time loops of suffering to endure before they get phantomized to never perpetuate their offenses.
